Annual Plans

            The Annual plan is a comprehensive outline of the development projects and service activities that the Gram Panchayat intends to implement in a financial year. It is prepared by considering the needs put forward by the people through the Gram Sabhas and the local development requirements. The Annual plan also serves as the main action plan for realizing the development vision and goals of the Panchayat. It is also a guideline for the effective utilization of the project allocation, central and state government funds and other financial resources. The main objective of the plan is to ensure comprehensive development of the area and meet the basic needs of the people. The plan is also helpful in promoting poverty alleviation, social justice and economic growth. The plan is formulated with the participation of Gram Sabhas, development seminars and working groups. Then the Panchayat Governing Body and the District Planning Committee examine and approve the plan. Various sectors such as agriculture, health, education, drinking water, sanitation, infrastructure development and social welfare are included in the annual plan. The annual plan is the main tool for achieving comprehensive development of the panchayat based on public participation, transparency, and decentralized planning.

The Process of Preparing the Annual Plan

 

  1. Gram Sabhas collect the needs and suggestions of the people.
  2. Development Seminars discuss the suggestions received from the Gram Sabhas and set priorities.
  3. Working Groups prepare project proposals in various areas.
  4. Approval by the Panchayat Administrative Committee The administrative committee examines and approves the prepared plan.
  5. Approval by the District Planning Committee The plan is submitted for final approval.

                 The annual plan of the panchayat is the roadmap for achieving comprehensive development of the panchayat based on the needs of the people and by effectively utilizing the available resources. People's participation, transparency and decentralized planning are the basic principles of this plan.
