Citizen Charter
 

             The work being done in Kerala to transform local government institutions into local governments through democratic decentralization is a model for the country. Many services such as birth and death registration, marriage registration, various certificates, licenses, building permits, etc., which are necessary for development activities and administrative services related to the daily lives of the people, are provided through gram panchayats.

The Kerala Right to Services Act, 2012, was enacted with the aim of providing these services to the public in a timely and efficient manner. Under this act, every citizen is guaranteed the right to receive services within a specified time limit.

Due to lack of knowledge about the necessary information, the common people have often faced difficulties in obtaining their rights and meeting various needs in a timely manner. To find a solution to such situations and to provide information to the public about the procedures, necessary documents, time limits and responsible officials for accessing the services provided by the panchayat, Pulincunnoo Grama Panchayat publishes this civil rights document.

This Civil Rights Charter serves as a guideline to make the services of the Panchayat more transparent, people-friendly and accountable, to find effective solutions to the grievances of the public, and to ensure quality in service delivery.

It is hoped that through this charter, the people will have a clear understanding of the activities of the Panchayat, their rights will be protected, and public participation in the Panchayat administration will be further strengthened.
