Organisational Structure of Pulinkunnu Grama Panchayat

Under sub-section (1) of section 4 of the Kerala Panchayat Raj Act, 1994, the government may constitute a Gram Panchayat for each village or group of villages. The Gram Panchayat is responsible not only for public welfare and statutory functions but also for all aspects of public life such as planning, development, sanitation, health and education.

The 73rd Constitutional Amendment and the Kerala Panchayat Raj Act, 1994 and the related rules have conferred extensive powers and resources on the Gram Panchayats. The local self-government institutions in Kerala today function as local governments.

Innovative programmes including e-governance and front office management systems have been implemented in the Gram Panchayats to provide various services to the people in a timely and equitable manner and to make the local self-government institutions people-friendly.

President
Chief Administrator. Leads the administrative and developmental activities of the Gram Panchayat.
Vice President
Supports the President and ensures coordination of committees. Serves as the Chairman of the Standing Committee on Finance.
Standing Committees
Development Committee
Leads infrastructure development, projects, and long-term development activities.
Welfare Committee
Supervises social welfare, women's development, and social security schemes.
Health & Education Committee
Coordinates health services, education, and public health activities.
Finance Committee
Manages budget, income and expenditure control, and financial matters.
Administration and Engineering Department

The Secretary, Assistant Secretary, Assistant Engineer, and Overseer coordinate administrative functions, record keeping, project execution, and construction activities.

Rural Resource Management

The Agriculture Officer, Livestock Inspector, and Fisheries Sub-Inspector implement development activities related to agriculture, animal husbandry, and fisheries.

Social Services Department

VEO, ICDS Supervisor, and Health Inspector (JHI/JPHN) directly interact with the public and implement various welfare schemes and health services.
